The Civil Protection Institute was established on November 1, 1991 of the former Research Institute of Civil Defense. In connection with the transfer of civil protection affairs from the scope of Ministry of Defense to the scope of Ministry of Interior, on January 1, 2001 the Civil Protection Institute of the Czech Republic in Lazne Bohdanec was renamed the Population Protection Institute and became subordinate to the Ministry of Interior - General Directorate of Fire and Rescue Service of the Czech Republic as its member.

The Population Protection Institute is a professional body of MoI - GD FRS CR for research, education, training and information activities regarding population protection. It provides information, expertize, consultant and advisory support for authorities and organizations of FRS CR, ministries, bodies of state administration and self-administration, legal and selected physical persons, whose activities are important for securing population protection tasks.

The Population Protection Institute in Lazne Bohdanec retains highly professional equipped classrooms and modern accommodation within the institute building (19 double-rooms and 2 apartments). All rooms contain a bathroom and a toilet. Inside the accommodation wing is a social club. The Institute has its own car-park. The boarding of course attendees is available at a near-by restaurant.
